Consider the following document regarding the state of “HIV AIDS” globally. Notice how the recruiting of patients to be “retained in care” is very prominent.
This is an example of why I posit the following:
If the end goal of your paradigm is to get as many people on expensive medications as possible, for as long as possible—preferably forever—that should raise a huge red flag.

Curious how it says 85% of those living with HIV knew their status, so if 15% don't know their status, how does the UN know their status if they don't, and the number of people? Also the ever-present call for more $$ to "end AIDS as a public health threat", seems like more fear mongering to keep the AIDS train running.
